Job Description: In support of the Department of Homeland Security Program Management Support Services (DHS PMSS) contract, the candidate shall provide performance management and financial management support services including business management support and advanced master scheduling for planning, scheduling, coordinating, and monitoring business management projects throughout the complete lifecycle. Responsibilities to include, but not limited to:
Duties include:

Lead, supervise, and mentor a team of assigned analysts providing business and financial management support services to US Government customers

Author, develop and write highly-technical and user-friendly deliverables, including but not limited to, Executive-level briefings, dashboards, white papers, project plans, requirement documents, briefings, forms, surveys, memos, talking points, testimonies, reports, meeting agendas, meeting minutes, manuals, Standard Operating Procedures (SOP) and other program management deliverables

Assist the Government customer with drafting acquisition and procurement-related deliverables, including but not limited to, Financial Analysis Spreadsheets, Financial Reconciliation Spreadsheets, Financial Reports, FFMS Reports, PRISM Reports, Executive Summaries, Statements of Works (SOW), Statement of Objectives (SOO), Performance Works Statements (PWS), Independent Government Cost Estimates (IGCE), Market Research, Acquisition Plans (AP), Service Level Agreements (SLAs), Quality Assurance Surveillance Plans (QASPs), Acquisition Planning Forecast System Records (APFSR) and other documents, as required

Conduct financial research and complex reconciliation analysis of financial data to identify erroneous transactions and processes corrective actions

Access and utilize the PRISM Automated Procurement System to research contract actions, modifications, finances, contracts and accounting

Prepare Purchase Requisition (PR) documents and coordinate routing Requisitions for approved quotes and IT orders

Troubleshoot, problem solve, and implement corrective actions to ensure timely and accurate PR submissions

Develop and maintain status reports tracking PRs, contract closeouts, deliverables, costs, action items, milestones and performance metrics

Provide advanced master scheduling for planning, scheduling, coordinating, and monitoring OCIO business management projects throughout the complete Lifecycle

Coordinate and facilitate receipt requirements to assist the Government in finalizing the Spend Plan
Requirements:

Minimum of 12 years of experience including:
-
10 years of procurement or acquisition related experience

5 years of Government Contracting Officer or Contracts Specialist experience

BS/BA degree
